What is the best way to drain water from soggy insulation and black material beneath double wide trailer?

We had a water heater go bad. We had a full on flood from it. Now I have 2 problems. One the insulation and the black material holding it up in the crawlspace beneath the house and Two I can't seem to be able to turn the well pump on without getting the same leakage from the water heater. I can't find the water heater shut off valve as I have been told I need to turn this off to still get cold water....help??
